parental control microsoft xp

How to configure the computer to block children?
I would be able to block Internet use for children according to content limits, access and time. I can not understand how to and where are the parental controls. I Microsoft XP if that makes a difference
XP does not much needed in the department of parental control, the only way to establish restrictions is to create an account for them and can place limits on what they can see the network and installed on your computer, but as far as I know, no time limit control.
